In accordance with the relevant provisions of the Measures on Public Participation in Environmental Impact Assessment, the environmental impact assessment of copper base alloy and superalloy material construction projects is announced as follows to solicit public opinions.

Two. The general situation of the existing project and its environmental protection
1. Overview of existing projects
The project is located in No.12 Zhang Ba Qi Road, High-tech Zone, Xi 'an city, covering an area of 48082m2 (equivalent to 72.123 mu). The joint workshop is equipped with melting and penetration workshop, arc melting workshop, casting workshop, rough processing workshop and finishing workshop, with an annual output of 2 million pairs (sets) of electric vacuum cop-Cr alloy contact material. 3 million pieces of chromium, zirconium and copper alloy materials for high voltage transmission, high-speed train motors and welding electrodes. The project has been approved by hi-tech Industry Development Zone Sub-bureau of Xi 'an Environmental Protection Bureau on February 25, 2015 (Hi-tech Environmental Assessment Reply [2015]018), and has been accepted by Hi-tech Industry Development Zone Sub-bureau of Xi 'an Environmental Protection Bureau on February 3, 2017 (Hi-tech Environmental Inspection [2017]005).
2.Environmental protection status of existing projects
(1) Cu-Cr alloy is prepared by vacuum induction melting process under vacuum and high purity argon (purity 99.99%) protection. Small exhaust emissions occur during the vacuum phase before metal smelting. The main components of waste gas include: a small amount of smoke, steam, non-methane total hydrocarbon organic waste gas, etc. The project is designed to collect all the exhaust gas generated by the furnace and put it into the waste gas treatment system of the wet absorption purification equipment. After treatment, the standard discharge can be achieved.
After the food fume of the canteen is processed by the fume purification facilities (the fume purification rate is 75%), the concentration of the export fume can meet the emission standards.
(2) The sewage source of this project is mainly the workers' domestic sewage. The oily wastewater from the workers' canteen is treated by the oil and water separator and other domestic sewage is treated by septic tank + secondary biochemical treatment, and then it enters the seventh (southwest suburb) sewage treatment plant for treatment. After the treatment reaches the standard, it is discharged into the Wei River through the Taiping River.
⑶ The main noise source of the project is: three-stage vacuum pump, lathe, milling machine, cold pier machine, sawing machine, sand blasting machine, etc.; Noise equipment of auxiliary facilities include water pump, air conditioning unit, cooling water system, bag dust collector, etc. After taking noise reduction measures such as vibration reduction of equipment foundation, sound insulation of workshop wall, and sound absorption material of wall, it is predicted that the discharge of factory boundary reaches the standard, so the project has little impact on surrounding noise.
(4) All the dust recovered by cloth bag dust collector is used for production; All the waste materials produced by mechanical coarse and fine processing workshops are melted back in the furnace for production. Waste coolant, waste oil/water, waste circulating liquid of waste gas treatment tower and waste cotton yarn are all hazardous wastes. Sludge of sewage treatment station shall be uniformly recovered and treated by units qualified for hazardous waste treatment. Household garbage collection shall be transferred to the municipal environmental sanitation department for unified clearance and landfill; Waste oil shall be transferred to waste oil treatment units for unified recovery and disposal. All kinds of solid wastes generated by the project are properly treated with 100% treatment rate, and the solid wastes have little impact on the environment.
